Kelly Government Solutions is seeking a highly motivated and results-oriented Supply Chain Specialist to join our growing team. This role is a central part in ensuring the successful execution of our projects by managing all aspects of the subcontract lifecycle.

Salary: $27.93 an hour

Responsibilities:

  • Develop comprehensive subcontract specifications, work statements, and terms and conditions for the procurement of services, specialized materials, and equipment.

  • Manage the entire subcontract process, from preparing bid packages and conducting bidder conferences to analyzing proposals, negotiating terms, selecting subcontractors, and administering awarded contracts.

  • Ensure seamless logistics by providing clear documentation to facilitate proper receipt of procured goods and materials.

  • Collaborate with internal stakeholders across Contracts, Engineering, Quality, Supplier Development, Planning, Operations, and Program Management to ensure successful project execution.

  • Partner with the Quality organization to evaluate and monitor supplier performance, ensuring adherence to delivery schedules and quality standards.

  • Implement cost-saving strategies by employing targeted negotiations and process improvement methodologies like Lean Six Sigma.

  • Oversee subcontract performance, guaranteeing compliance with all public law requirements, company policies, and import/export regulations.

  • Manage and develop strategic relationships with key suppliers, including reviewing and approving payments.

Basic Qualifications:

  • Bachelor’s degree in a relevant field with 6 years of experience, or a Master’s degree with 4 years of experience.

  • Alternatively, 10 years of demonstrably relevant experience may be considered in lieu of a degree.

  • Proven understanding of procurement policies, procedures, and regulations.

  • Strong collaboration and communication skills with the ability to effectively work with cross-functional teams.

  • Working knowledge of FAR/DFARS and associated Federal Contracting regulations (preferred).

  • Excellent organizational skills with the ability to multi-task, prioritize, and deliver results in a fast-paced environment.

  • Demonstrated problem-solving skills and the ability to make sound decisions with minimal supervision.

Preferred Qualifications:

  • Experience managing international procurements under US Government prime contracts.

  • Prior experience working with import/export regulations and challenges.

  • Familiarity with SAP procurement systems a plus.
