Kelly is currently seeking an experienced and detail-oriented Document Control Specialist in the Houston, Texas area! This position requires excellent interpersonal skills, a high level of initiative and the ability to work independently. Because this role works with employees and contractors across the Gulf Coast, a strong understanding of appropriate communication and ethics is needed. Maintaining confidentiality and a high level of trust are critical. A strong proficiency is needed to effectively use key tools such as PowerPoint, Word, Excel, and Outlook.

Right of Way DEPARTMENT Support:
- Assist Right of Way (ROW) Department with communication and correspondence, both verbal and written with landowners, tenants, governmental and regulatory agencies, attorneys, surveyors, engineers, environmental consultants, other pipeline companies, Commercial / Business Group and GCPL field technicians.
- Maintain and act as focal point of Right of Way’s Electronic Database for Easements. CLSLiNK. File and categorize Right of Way hardcopy and electronic documents in accordance with records management guidelines for documents and file maintenance.
- SME for Vendor Master Requests and NOPO Voucher requests for Right-of-Way payments, including ROW acquisition consideration, landowner and tenant damages, temporary workspace consideration, permit fees, recording fees, projects.
- Maintains Right of Way Departments encroachment Requests and facilitates generation of Letter of No Objections.
- Request and Provide Certificates of Insurance and Permit Bonds as needed for Right-of-Way Projects.
- Submit and secure ranch passes (King Ranch, Kennedy Ranch, etc.) for pipeline technicians and Dow contractors.
- Understand and utilize knowledge of Gulf Coast Pipeline organizational structure and how it fits into Dow’s overall organization to ensure all communications flow properly and/or posted as required.
- Request and Coordination and tracking of Environmental Assessment Requests with both Texas and Louisiana Environmental Groups on all transactions involving real property.
- Use Dow’s approved software, such as Microsoft Office®, Excel, PowerPoint, and Access, to create and update reports, procedures, information letters and other specialized reports or communication.
- Plan and schedule meetings and conference calls for ROW Department and GCPL personnel.
- Manage and procure necessary office supplies for GCPL at HDC through appropriate systems, utilizing department budget guidelines.
- Support workstations and peripherals for all HDC department employees, contingent staff, and contractors with comapny Workstations and IP phones. As the department’s focal point for office equipment, the OP leads the successful implementation and training of department personnel for new multi-functional devices that fax, scan, and copy. Act as SME for maintenance, ordering supplies and being the liaison with the supplier of these machines.
- Organize and coordinate meetings, agendas, routine correspondence, and department interviews as needed at HDC.
- Organizes HDC department recognition events including retirement celebrations, milestone celebrations, etc.
- Responsible for HDC Onboarding/Offboarding new employees, contractors, transfers, etc. This includes coordinating office moves, setting up phones, workstations, name plates, etc. using the Employee Integration Process
- Receive and distribute HDC’s U.S. and interplant mail, forwarding mail to other buildings/areas as needed. Handle faxes and other ROW department shipping tasks.
Required Qualifications:
- 5+ years of work experience. Right of Way and Document Management experience preferred.
- Ability to obtain a Notary of Public stamp
- Trustworthy and able to manage confidential information
- Demonstrate leadership skills. Represent the Department Leader. Inspire others and lead them through influence.
- Strong interpersonal skills. Must have a positive attitude and be comfortable communicating and interacting with a variety of people.
- Strong written and verbal communications skills.
- Able to work in a fast-paced work environment and handle a variety of tasks simultaneously.
- Able to adapt to changes.
- A self-starter who can identify, prioritize and accomplish multiple task to meet internal and external deadlines and goals.
- Independent thinker and be able to find solutions to issues.
- The ability to work effectively both individually and in a team environment is critical.
