Job Title: Buyer III
Location: Torrance, CA – Onsite
Duration: 1 year with possible extensions
Pay: $54-$57/hr. (depending on experience)
Shift: 9-80 Schedule – 1st Shift
Job Description:
Work in an evolving fast-growing company, with cross-functional teams on multiple government projects, where time is of the essence. As Buyer III you will negotiate with suppliers for goods and / or services to obtain the best price, quality and delivery for the business. Make recommendations to management on possible long-term purchases, monitor trends, and make every effort to find potential cost savings.
Job Responsibilities:
• Purchasing of goods, materials, and services to meet company operational needs
• Considering: price, quality and delivery and ensuring continuity of supply
• Processing the request for quote process and MRP report, order placement, order maintenance,
resolution of invoice issues, resolution of quality concerns, and weekly order follow up
• Procurement activity may range from low dollar value to high value, complex requirements
requiring negotiations
• Meet internal mercury customers objectives while achieving maximum cost efficiency
• Responsibility for specific products and/or range of services across varied commodities and end
• Meet departmental key performance indicators in on time order placement, cost saving, supplier
management, on time delivery and inventory management
• Close interaction with planning, engineering, production, accounts payable, quality management,
business development, and leadership across the enterprise
• Demonstrate a sense of urgency, the ability to think strategically and critically analyze details
• Project management experience will be utilized to support new programs and the initiatives that
drive sourcing strategies
• Engage with engineering and project teams for early supplier engagement in the development
phase and ensure all cost targets are met
• Immediate communication with program team and management on material concerns as they
arise
Required Qualifications:
• Bachelor’s degree or 8+ years of Procurement experience
• Skilled in ERP/Oracle systems
• Excellent MS skills with proficiency in Excel
• Accustomed to working in a team environment with multiple cross-functions
• Understanding of government compliance, regulations and contractual requirements such as –
FAR / DFAR / ITAR / CUI / CSI
• 5 yrs experience with DCMAs CPSR, PO justification requirements and PO Folder creation
• Proficiency in procurement processes, such as supplier Open Order Reports, Past Due PO Follow-
Up, On-Time Order Placement, Supplier On-Time Delivery, PO / Material Exception Reports
• Strong organization – ability to prioritize and solve problems with minimum oversight
• Planning, negotiation and agreements/contract management experience
• Good technical knowledge of procurement / sourcing of Machined Items, Sheet Metal, Active
Electronics, CCA / PCBA, Software, Cables, Connectors, Passive Electronics, Hardware, Displays,
Build to Print requirements
• Familiar with sourcing electronics components via manufactures FAEs or Internet sourcing
• Understanding of buyers purchase Terms and Conditions of order
• Ability to multi-task and work in a flexible, fast-paced environment with multiple competing
deadlines a must
• Exceptional analytical acumen
• Excellent written & verbal communications talents
Preferred Qualifications:
• Bachelor’s degree in supply chain management; Operations or Engineering
• 12 years Government procurement experience
• Highly proficient in CPSR requirements
• Proficient in all Government procurement requirements / regulations
