**Up to $115/hour DOE**
*Hybrid role in San Mateo County, CA – 3 to 6 days onsite per month*

Kelly Government Solutions is hiring for a Health Data Services Strategy Manager for a contract solicitation supporting San Mateo County Health.  This is a short-term contract assignment with a duration of three to six months.

Job Description:
San Mateo County Health’s Health IT Division is currently seeking a highly motivated, strategic, and results-driven Health Data Services Strategy Manager to lead enterprise analytics, digital health initiatives, and data-driven transformation efforts across the organization.
San Mateo County Health (SMCH) is advancing a systemwide digital strategy to support integrated care delivery across San Mateo Medical Center, Behavioral Health, Family Health Services, Public Health
Policy & Planning, Aging & Disability Services, and specialty programs. This role will oversee the development and execution of data analytics strategies that enable clinical excellence, operational efficiency, regulatory compliance, and health equity. This position will manage the strategy for a multidisciplinary team of data analysts, reporting specialists, and digital health professionals responsible for enterprise reporting, advanced analytics, dashboards, performance metrics, and digital innovation initiatives.

Duties & Responsibilities:

  • Manage and prioritize the daily workload and assignments of analytics and digital health team members

  • Develop and implement enterprise data analytics strategies aligned with SMCH strategic priorities

  • Oversee the design, development, validation, and maintenance of dashboards and performance metrics

  • Lead initiatives to enhance data governance, data quality, and reporting standardization

  • Collaborate with clinical and operational leadership to define measurable outcomes

  • Support regulatory reporting requirements and ensure accuracy and compliance

  • Identify opportunities to leverage analytics to improve health equity and operational efficiency

  • Oversee integration of EHR data with enterprise data warehouses

  • Provide strategic guidance on digital health initiatives including patient engagement and telehealth analytics

  • Prepare cost estimates and monitor expenditures within approved budgets

  • Represent the Health IT Division in governance committees and executive work groups

  • Maintain collaborative relationships with County departments and community partners

  • Perform related duties as assigned

Required:

  • Experience selecting, supervising, training, and evaluating professional and technical staff in analytics or digital health environments

  • Strong recent experience leading healthcare data analytics initiatives including dashboard development and enterprise reporting

  • Experience designing and implementing enterprise analytics strategies supporting quality improvement and regulatory reporting for public health and safety net hospitals

  • Demonstrated experience working with Electronic Health Record data, Epic preferred, and enterprise reporting tools

  • Experience with interoperability of EHR data with other Healthcare data, like assignment files, remittance files, eligibility files, and other data sources that need to be connected on common key

  • Experience developing executive-level dashboards and translating complex datasets into actionable insights

  • Strong understanding of healthcare quality measures, public health reporting requirements, and safety-net performance indicators. Including but not limited to California Public Hospital reporting, HCAI reports, cost reports, CMS, and DHCS audit request reports. • At least seven years of progressively responsible experience in healthcare analytics, healthcare IT, or digital health

  • At least three years of supervisory or leadership experience managing analysts or technical professionals

  • Experience working in a government healthcare setting preferred

  • Knowledge of data governance, privacy standards, and healthcare compliance regulations

  • Bachelor’s degree in public health, healthcare administration, data science, information systems, statistics, business administration, or related field required; advanced degree preferred

Other Qualifications:

  • Healthcare analytics principles and performance measurement frameworks

  • Electronic Health Record systems and healthcare data structures

  • Data warehousing concepts and EPIC HB, PB, and Retail Pharmacy architecture necessary for internal and external reporting

  • Healthcare quality metrics and regulatory reporting requirements

  • Data governance principles and healthcare privacy regulations

  • Supervisory principles and budget preparation

Education and Experience:

  • Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying

  • A Bachelor’s degree in public health, healthcare administration, data science, statistics, information systems, business administration, or related field; AND seven years of progressively responsible experience in healthcare analytics, healthcare IT, digital health, or performance reporting INCLUDING Three years of supervisory or leadership experience overseeing analysts or technical staff

  • An advanced degree in a related field may substitute for one year of required experience

Knowledge, Skills, & Abilities:

  • Organize and evaluate healthcare analytics programs

  • Supervise and mentor professional and technical staff

  • Translate complex data into actionable insights

  • Balance competing priorities while maintaining alignment with organizational strategy

  • Facilitate collaborative decision-making and governance processes

  • Interpret and apply healthcare regulations within system configuration and documentation standards

  • Communicate effectively with executive and operational stakeholders

  • Prepare reports, policy recommendations, and budget justifications

  • Identify risks, propose solutions, and drive resolution of system or operational issues

  • Build and maintain effective working relationships across diverse service lines and departments
