Job Summary:
The Purchasing Manager at company in Phoenix will lead procurement efforts for site operations and product programs, support supplier relations, negotiate contracts, and ensure compliance with defense procurement rules (FAR, DFARS, ITAR). This role partners cross-functionally (engineering, quality, program management, operations, finance, legal) to deliver cost, quality, and delivery goals while managing supply chain risk and drive continuous improvement.
Key Responsibilities:
- Define and execute strategic sourcing plans for direct and indirect materials, components, subsystems, and services supporting site programs
- Manage the full procurement lifecycle: requisition review, supplier identification, RFx / bidding, evaluation, award, contract negotiation, performance monitoring, renewals, and termination
- Negotiate pricing, terms, lead times, payment terms, logistics, warranties, and service level agreements
- Establish, monitor, and report key metrics / KPIs (cost savings, on-time delivery, supplier performance, purchase price variance, lead time improvements, quality rejects)
- Build and manage strong relationships with suppliers, including risk assessment, supplier qualification, audits, corrective action, and performance improvement
- Ensure compliance with applicable laws, regulations, and defense contract clauses (FAR, DFARS, ITAR, export controls)
- Support new product introduction (NPI) and make vs buy decisions
- Evaluate and mitigate supply chain risks (single source dependencies, geopolitical, financial stability of suppliers)
- Lead contract reviews in coordination with legal and engineering to ensure terms align with technical and program requirements
- Implement cost reduction initiatives (value engineering, alternative sourcing, design collaboration)
- Drive continuous improvement in procurement processes and systems (e-sourcing, spend visibility, automation)
- Ensure readiness for audits, government inspections, and supplier reviews
- Mentor, develop, and manage procurement / buyer staff (if applicable)
- Bachelor’s degree in Supply Chain, Business, Engineering, or related field (or equivalent)
- Typically requires 6+ years of procurement / sourcing experience, including a minimum of 3 years in a supervisory or management role
- Previous experience with defense contracts, government procurement regulations (FAR/DFARS/ITAR)
- Proven track record in strategic sourcing, contract negotiation, supplier management, and cost reduction
- Experience with NPI / collaborative design-for-procurement
- Excellent negotiation, analytical, financial, and decision-making skills
- Strong communication skills, able to collaborate with cross-functional teams and influence stakeholders
- Proficiency with procurement systems, ERP (e.g. Oracle, SAP), e-sourcing, and spend analytics
- Ability to assess and mitigate supplier risk
- Results-oriented, with ability to prioritize and manage multiple projects in a fast-paced environment
- Professional certification (e.g. CPSM, CPPO, CSCP) is a plus
