Job details
We are seeking an experienced Proposal Writer to support the development of compliant, compelling, and winning proposals for U.S. Federal Government opportunities. This role will focus on proposal development and capture support across GSA MAS, OASIS/OASIS+, Small Business Set-Asides (8(a), HUBZone, SDVOSB, WOSB), and DoD/MDA SHIELD programs.
The ideal candidate will have strong federal proposal writing expertise, exceptional analytical and technical writing skills, and experience supporting large-scale federal opportunities ranging from $10M to $1B+.
Key Responsibilities
Proposal Development
Lead the development, writing, editing, and finalization of federal proposal responses, including:
- Technical volumes
- Management and staffing plans
- Past performance sections
- Executive summaries
Translate Subject Matter Expert (SME) input into clear, compliant, and persuasive proposal content. Ensure responses align with:
- Section L Instructions
- Section M Evaluation Criteria
Compliance & Proposal Strategy
Develop and maintain proposal infrastructure, including:
- Compliance matrices
- Proposal outlines and storyboards
Ensure 100% RFP/RFQ compliance while integrating key win themes and differentiators aligned with customer priorities.
Federal Contract Vehicle Expertise
GSA MAS Schedule
- Develop labor category narratives
- Support pricing justifications, including CSP and PRC requirements
- Map offerings to applicable SINs
OASIS / OASIS+
- Support scoring-based submissions
- Compile and present evidence-backed documentation for:
- Corporate experience
- Certifications (ISO, CMMI)
- Past performance
- Corporate experience
Small Business Set-Asides
Develop proposal content demonstrating:
- Eligibility requirements (8(a), HUBZone, SDVOSB, WOSB)
- Compliance with limitations on subcontracting
- Prime contractor capabilities and differentiators
DoD / MDA SHIELD Proposal Support
Develop highly technical proposal content related to:
- Systems engineering
- Cybersecurity
- Missile defense and modeling & simulation
Ensure alignment with DoD frameworks, mission assurance, and risk mitigation requirements.
Quality & Compliance
- Ensure proposals comply with all solicitation instructions, formatting requirements, and page limitations
- Conduct quality reviews for clarity, structure, compliance, and customer-focused messaging
- Follow Shipley/APMP proposal best practices
- Coordinate security, teaming partner, and subcontractor inputs
Collaboration & Submission Management
Serve as a central point of contact for proposal communications and coordinate efforts across:
- Capture teams
- Contracts
- SMEs
- Human Resources
- Subcontractors
Oversee final proposal production and submission through platforms including:
- SAM.gov
- PIEE
- Grants.gov
Support evaluation notices (ENs), clarifications, oral presentations, and proposal revisions.
Required Qualifications
Education
Bachelor’s degree in one of the following preferred areas:
- Business
- Communications
- English
- Engineering
- Related field
Equivalent relevant experience may be considered.
Experience
- 5–10+ years of federal proposal writing experience
- Proven experience supporting:
- GSA MAS proposals
- OASIS / OASIS+ IDIQ contract task order captures
- DoD proposal development (preferred)
- GSA MAS proposals
- Experience supporting opportunities ranging from $10M to $1B+
Required Skills

- Strong proposal and technical writing ability
- Experience developing:
- Technical approaches

- Ability to simplify complex technical concepts into compelling proposal content
Federal Contracting Knowledge
- Strong understanding of:
- FAR / DFARS regulations
- Federal procurement lifecycle
- RFP, RFQ, and IDIQ structures
- FAR / DFARS regulations
Analytical Skills
Ability to:
- Interpret evaluation criteria
- Build proposal win strategies
- Identify proposal gaps and compliance risks
Working Conditions
- May require extended hours to meet proposal deadlines
- Ability to lift up to 15 lbs occasionally
Preferred Qualifications
- Experience supporting GSA OASIS task order capture efforts
- Familiarity with MDA SHIELD and missile defense programs
- APMP certification preferred
- Experience in defense, aerospace, cybersecurity, or federal professional services environments preferred
