Budget Analyst | Phoenix, AZ 85007

Pay Rate: Starts at $26.45/Hr. + Excellent SoAZ benefits

M–F, 8–5 Hybrid: 3 days at home, 2 days in office

Duties/Responsibilities
• Oversight and administration of agency budgetary functions: monitor appropriations, revenues, expenditures
• Prepare, analyze, and deliver monthly budget/revenue reports; ensure fiscal accountability and compliance
• Support contract planning, administration, processing; coordinate with program and procurement staff
• Develop, analyze, and manage budgets; prepare annual/new-program budget requests
• Monitor obligations, fund transfers, financial activity; review/approve financial transactions, EFT batches, retailer adjustments, NSF reports
• Administer debt collection and reporting with AGO and GAO
• Plan, manage, and submit deliverables for annual State Budget process; prepare/present budget issues, strategic planning proposals for OSPB
• Serve as point of contact for OSPB/JLBC inquiries; prepare submit agency requests for Capital Improvement & Building Renewal
• Support annual financial statement audit; prepare MD&A for audits and Lottery’s annual report
• Monitor legislative/budget process for impacts to Lottery budget, beneficiary transfers, overall financial impact
• Other duties as assigned

Required Qualifications
• Experienced, non-manager level; minimum some college education
• Principles and practices of budgeting procedures/techniques
• Data analysis; evaluating organizational spending
• Intermediate skill in Microsoft Word, Excel, Access (Google Suite is acceptable)
• Strong research, data organization, oral and written communication skills
• Ability to exercise independent judgment; work independently and collaboratively
• Understanding complex budget structures; interpreting AZ Revised Statutes, state/federal policies, rules, regulations

Preferred Experience/Certifications
• Accounts Payable experience
• Knowledge of the Arizona Procurement Portal & Arizona Budget System
