Kelly Government Solutions is currently seeking a Process Control Clerk for one of our top clients in Menlo Park, CA.

Job: FOC Process Control Clerk

Pay: $35 – $37 (depending on experience)
Type: Full Time – Long Term
Location: Menlo Park, CA – Please note this is NOT a remote position
Shift: 1st shift 6am – 2:30pm
Some overtime available

Role Overview
The FOC Process Control Clerk acts as a central Facilities Operations Technician and primary communication hub within the Facilities Operations Center (FOC). This role bridges communications between Accelerator Operations, Building Managers, and external utility entities (such as PG&E) to maintain site-wide operational status, safety compliance, system baselines, and preventative maintenance program accuracy.
This position combines active field asset auditing, nameplate data verification, and CMMS record updating with real-time SCADA/EPICS system monitoring, utility outage coordination, process trend analysis, and emergency event response.

Key Responsibilities

  • Perform physical field audits across site zones and building clusters to locate, inspect, and verify the status of site mechanical and facility assets.

  • Capture nameplate data, operating conditions, active/inactive statuses, and asset criticality from field checks.

  • Update CMMS records from technician field notes and review open and completed work orders to correct missing asset links, flagging unresolved records to the CMMS Administrator.

  • Track preventative maintenance (PM) schedule status and backlog progress, generating status updates for the Facilities Maintenance Manager.

  • Monitor site operating parameters via control systems (EPICS, DDC, Ignition, BMS) and notify appropriate shops for adjustments to maintain optimal operations.

  • Conduct detailed data analysis by tracking system trends across variables such as pressure, flow, conductivity, chemical composition, amperage, and voltage, cross-referencing findings with site events.

  • Facilitate daily communications between Facilities groups, Building Managers, the Accelerator Control Room (ACR), and SPEAR Operations.

  • Coordinate operations with outside contractors and external utility providers (e.g., PG&E) during power switching, outages, equipment servicing, and site installations.

  • Maintain thorough, accurate records in the online e-log, update CATERs, manage task tracking programs, and keep pressure/flow switch files current.

  • Respond promptly to site emergency events, including blackouts, brownouts, water leaks, and power outages, maintaining high situational awareness and professional communication over phone, radio, text, and email.

  • Process incoming service requests and generate work orders according to established procedures.

  • Navigate mechanical spaces, climb ladders, and walk site sectors (using provided site vehicles for larger distances).

  • Provide administrative support, attend meetings as an FOC representative, and respond to inquiries from Area Managers and facility users.

Qualifications & Requirements
Experience & Background

  • High School Diploma or GED equivalent required; college coursework or vocational trade school training preferred.

  • 1 to 3+ years of experience in facilities operations, mechanical maintenance assistance, trade apprenticeship, technical service desk, or military watch standing preferred.

  • Prior experience or comfort working within a CMMS to review, enter, and correct asset records.

  • Familiarity with or ability to visually recognize basic commercial/industrial HVAC and mechanical components (Air Handling Units [AHUs], motors, pumps, cooling towers, sensors, and valves). Note: Hands-on repair is not required, but visual identification of parts in the field is a function of the job.

  • Prior background navigating security clearance processes or military watchkeeping experience (e.g., Navy Machinist’s Mate/Engineman, Air Force Civil Engineering, Army Utilities) is a strong plus.

Technical & Administrative Skills

  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and computer-based task management software.

  • Ability or aptitude to learn control system platforms (EPICS, DDC, SCADA/Ignition).

  • Exceptional written communication skills with strict attention to detail for maintaining official online e-logs, incident reports, and email correspondence.

Physical & Operational Expectations

  • Active mobile role: ability to stand, walk, navigate mechanical areas, and climb ladders occasionally as needed.

  • Flexibility to adjust shift start/end times occasionally, and occasionally cover weekend rotations or swing shifts during plant downtime and shutdown windows.

  • Must hold a valid Class C Driver’s License.
