Kelly® Engineering is seeking Project Manager for contract position at manufacturing client in Arroyo, Puerto Rico.  If you’re passionate about bringing the latest professional discoveries to life and are ready to take the next step in your career, trust The Experts at Hiring.
Position Summary
Customer is seeking an experienced, hands-on Construction Project Manager with additional engineering and design capabilities to support Project Yunque and other Capital construction projects in Puerto Rico.
Approximately 80% of the role is dedicated to hands-on Construction Project Management for Project Yunque, with responsibility for actively driving field execution, contractor performance, schedule, scope/change control, quality, safety coordination, equipment interfaces, commissioning, and closeout. This is not primarily an administrative or reporting role.
The remaining 20% supports other Capital projects, primarily at Arroyo, and requires capabilities beyond a conventional CPM, including field measurements, AutoCAD drawings, conceptual layouts, construction details, and preliminary design concepts at a level generally associated with a Civil Engineer or Architect in training.
Essential Duties and Responsibilities
Construction Project Management | 80%
Construction Planning, Execution & Contractor Management
Manage the planning, coordination, execution, monitoring, and closeout of assigned construction work packages; maintain a strong field presence and actively manage daily activities.
Coordinate general contractors, subcontractors, design consultants, equipment suppliers, Facilities, EHS, Engineering, Operations, Quality, and other stakeholders.
Develop and manage short-term look-ahead plans; confirm readiness of drawings, materials, labor, equipment, permits, access, shutdowns, safety requirements, and predecessor work.
Coordinate construction sequencing, temporary conditions, access, staging, barriers, material movement, and site logistics to minimize interference, rework, delays, and operational disruption.
Provide direct contractor oversight; monitor manpower, productivity, material availability, workmanship, housekeeping, documentation, and readiness to execute.
Validate reported progress against field conditions and drive corrective actions/recovery plans when staffing, sequencing, productivity, or execution does not support commitments.
Schedule, Field Coordination & Technical Resolution
Monitor field progress against approved schedules and milestones; maintain two-/three-week look-a head’s, identify constraints, escalate required decisions, and drive recovery actions.
Conduct routine field walks; identify architectural, civil, structural, mechanical, electrical, plumbing, fire-protection, utility, controls, and equipment-interface conflicts.
Coordinate timely resolution of field conditions, design discrepancies, constructability concerns, and installation conflicts with designers, engineers, contractors, vendors, and Customer stakeholders.
Ensure field changes are reviewed, approved, communicated, and documented; proactively address conditions that could cause rework, delay, cost exposure, quality deficiencies, or operational impacts.
Construction Documentation, Scope, Change & Cost Control
Review construction drawings/specifications, RFIs, submittals, shop drawings, field sketches, revisions, contractor redlines, and as-built documentation; drive timely closure of technical questions.
Develop/clarify scopes of work and bid packages; identify scope gaps, overlaps, assumptions, exclusions, and interface risks; participate in bid walks.
Review contractor proposals and changes for technical alignment, scope completeness, constructability, schedule impact, duplication/omissions, and potential cost exposure.
Support change-order evaluation, distinguish changed conditions from original scope, and verify construction progress supporting contractor payment applications.
Safety, Quality & Operational Coordination
Promote compliance with Customer EHS requirements and integrate safety into planning, sequencing, access, and execution; participate in safety walks and drive corrective actions.
Monitor installation quality against approved documents; identify deficient/incomplete work, coordinate inspections and correction, and manage punch-list/final acceptance activities.
Coordinate and communicate impacts including access restrictions, shutdowns/tie-ins, utility interruptions, noise, dust, material movement, and temporary conditions, particularly within or adjacent to active manufacturing areas.
Equipment Installation, Commissioning & Closeout
Coordinate facility readiness and interfaces for manufacturing/support equipment, including power, HVAC, exhaust, compressed air, chilled water, drainage, controls, communications, and structural support.
Coordinate deliveries, rigging, access, foundations, connection points, utility tie-ins, sequencing, and scope boundaries among equipment suppliers, riggers, contractors, and facility-system providers.
Coordinate contractor support during startup, testing, commissioning, qualification, and turnover; manage punch-list completion and closeout documentation including as-builts, test/inspection records, warranties, O&M manuals, training records, and other turnover requirements.
2. Capital Projects – Engineering & Design Support | 20%
Support smaller and intermediate Capital construction projects, primarily at Customer’s Arroyo facility; perform field surveys, measurements, and documentation of existing conditions.
Develop/revise AutoCAD drawings, conceptual layouts, floor/demolition/equipment plans, field sketches, construction details, sections/elevations, utility-routing concepts, red lines, and as-built drawings.
Translate stakeholder and operational requirements into practical architectural, civil, facility, and equipment-installation concepts suitable for contractor pricing or further engineering development.
Prepare scopes of work, bid documentation, technical descriptions, and preliminary construction solutions; conduct constructability reviews and coordinate multidisciplinary requirements.
Engage licensed architects/engineers when calculations, sealed drawings, permitting documents, or professional certifications are required.
Minimum Qualifications
Bachelor’s degree in civil engineering, Architecture, Architectural Engineering, Construction Engineering, Construction Management with demonstrated design experience, or a related technical discipline.
Demonstrated hands-on management of industrial, manufacturing, pharmaceutical, medical-device, or similarly controlled construction, including contractors and multidisciplinary field work.
Strong working knowledge of construction scheduling/look-ahead planning, RFIs, submittals, change orders, quality control, punch lists, commissioning support, and closeout.
Proficiency with AutoCAD and demonstrated ability to develop/modify construction drawings, conceptual layouts, field sketches, details, and scopes of work.
Ability to read and coordinate architectural, civil, structural, mechanical, electrical, plumbing, and related construction documents.
Experience coordinating equipment installation, facility utilities, shutdowns, tie-ins, and construction in active operating facilities; strong communication, decision-making, and issue-resolution skills.
Experience supporting projects from concept/design through procurement, construction, commissioning, and turnover; bilingual English/Spanish communication skills.
